WvW: midline staff/wells is used in zerg fights. Epidemic necro also uses staff but doesn’t camp as much.

For Pve staff is basically best used when you want to tag a lot of foes. DS meta is a good place if you want to camp it. Again, use with wells on a power build.

If you participate in casual PvE open world zergs, you can camp staff. Go full berserker, trait staff, wells, and shroud CD reduction. Spite, Blood, Soul. Use staff’s piercing, too.
The events this works for are point defense types such as guarding a NPC on its way to retake a fallen temple. You need all the power and crit chance you can get to receive bags in mob tagging events. Other professions like Dragonhunter w/traps will be built for the same thing and many can out-dps Necromancer’s AoE reducing your drop rate.
Staff is good in pve, especially in big events with a lot of adds. Tags numerous enemies and loot and exp is great.
