Neat idea but sounds like allot of extra calculations for the server to do.
Frankly at the end of the day I think they just need to rework how death shroud works.
As is it acts like a second life bar which can be very good in 1v1 but horrible in team fights.
Every other damage mitigating tool in the game just reduces damage by a set % and thus is just as good in a team fight as it is 1v1.
If they changed death shroud to just reduce all damage taken by a set amount & had life force degrade over time in death shroud instead of via damage taken then it would be much easier to balance.
Then they could give necro’s allot of things like life steals/siphons etc.. & some heals in death shroud because it wouldn’t be totally OP in 1v1 scenarios but would still be reasonable in team fights.

Regen / (Current Health / Total Health)
A really basic one that increases regen based on total health lost.
Unholy Sanctuary is fantastic. It doesn’t need any changes. It is godly in WvW, trivializes some PvE, and addresses a major weakness in Pvp.
