Currently it is a weak trait. Do you think reducing the cooldown to 10 seconds would be enough to make it good again (the 5 second duartion would stay the same). Personally i dont thing it would be to strong considering warriors have Fierce Blow which is an aoe 8 second weakness on a 12 second cooldown.
They should consider reverting it to what it was at launch: 25% chance on crit with no ICD. Reduce the duration from a 5 seond base, though.
You that would also be ok, but it seems they rather prefer those 100% on crit but with ICD traits though.
With a global ICD it will always be trash. The ICD should be per target at the very least (then it can be useful for pve). Or it should be reverted to no icd and chance on crit.
