when it comes to class changes, the cake is a lie!
Anet has stated that they won’t be making huge changes when it comes to classes since a large change may end up having unintended consequences. We’ll get incremental changes followed by some period of observation. As long as these efforts continue, I am perfectly happy with it.
I just wish they had done something with spirits, and the attack speed issue with Longbows. That’s it.
There’s plenty more they could have added. Nonetheless, we all sure gripe about the negatives, so I didn’t want us to miss the opportunity to show Anet some appreciation.
There is nothing significant they added to really fix the ranger. We simply benefited from universal changes such as the movement speed signet, arrow speed, and improved mob attack mechanics.
Where is something as simple as removing ranger’s sword auto-attack root?
Pets not being able to hit moving targets was the single biggest issue of the class by a huge margin. If that’s really fixed, it will go a very long way towards making Ranger competitive. I didn’t really have time to test it thouroughly yet though.
Decreased travel time on arrows is a very significant boost for bow users as well.
Obviously there still are quite a few issues left, but unlike the November patch these changes will make a very noticable difference.

ANet will get the balance right eventually- they are very persistent when it comes to this sort of thing, but we really need a dev who plays ranger in wvw and other scenarios to see how gimped we currently are compared to almost all other classes and get some changes moving.
Speeded up arrows are matched by the speeded up toons with speeded up dodges so don’t expect to see any great improvement or ‘significant boost’- besides which, you’re not getting any extra damage so it’s not really that great a ‘boost’.

shouts are still useless, signets havent really been touched, and spirits still get 2-shot. but i’ll take the buffs to BM tree, improved pet attack and SB trajectory speed, and be “content”
