The wiki says:

Juvenile Blue Moa
Ventry Bay — on The Weeping Isle, only while all Soundless villagers are safe from the Nightmare Court.

I have yet to see any blue moa on the Weeping Isle. I’ve also yet to see any sign of danger from the Nightmare court.

What am I missing here?

Perhaps wiki is mistaken, as I’ve never seen a Juvenile Blue Moa there either. The first time I encountered one was in Bloodtide Coast.

There are blue moas there, on the fortress island, west side of the patch of water. They are in a pen towards the NW side of the island.

The wiki is correct. Once you’ve completed the area’s task/yellow heart for the Soundless- blue moas abound!

In case anybody reads this post here again I got the blue moa and here is how to get it:

Go to The Weeping Isle. Apprentice Pedr will run to you asking for help, talk to him and he shows you the location of Talaith and triggers the dynamic event called “Help Talaith liberate the soundless prisoners.” Once the event is completed, Talaith says “It’s over. Pay me a visit on the island. I have something special you may want to see.” On The Weeping Isle in the North West corner there is a pen (previously empty) which she fills with blue moas!
