Can't find Pow/Toughness/Vit leggings in Orr!
I believe that you could find those in WvW. You can buy rares for karma, or exotics for WvW badges.

As others pointed out, there is no temple medium leggings with these stats but you could just take AC ones.
AC, HoTW and I think Orr dungeons have armour parts with these stats. So just get AC (since it’s easiest) and transmute to whatever you want, then you’re laughing.
