Imo, it should apply the signet’s active effect to nearby allies instead.

One of the Devs is probably thinking:
“Why would we add Fury on Brutish Seals when you can get it on Wilderness Knowledge? Using a GM trait in Wilderness Survival works with a GM trait in Marksmanship. It’s almost like synergy.” =o

They probably decided that rangers have enough fury, which is true, but I’d argue we need it on signets more than survival skills.
