Errm….
Ground-targeting skills and underwater do not mix. Basically celestial form is useless underwater besides #4 and #5.

I’ve noticed that the ground targeted skills seem to be target-centric while underwater.

Unfortunately it’s tough to test because of how quickly CaF runs out and the overall inability to generate AF while underwater.
