The wiki lists the formula for hard CC as:

“Defiance bar damage = 100 * effect duration”

With full viper’s my condition duration is about +100%. Does that mean that I’m doing twice as much break bar damage?

Condition duration does not increase the duration of hard CC. It will only increase duration of fear and soft CC like cripple/chill/immob.

Huh? It most certainly does! My tooltip for immobilize changes from 1.25 seconds to 2 seconds depending on whether i have magi’s or viper’s on

Immobilize is a condition (= soft cc), not a hard CC. Hard CC like stun or daze is not affected by condition duration. The only exceptions are fear and taunt, which are both condition and hard cc in one.

Soft CC’s are conditions (like immobilize chill cripple weakness etc) that deal break bar damage over time. So if you have 100% condition duration your Soft CC’s have a twice the duration compared to 0% condition duration. So yes you would deal more CC damage to a break bar BUT the time it takes to deal the complete CC damage of the soft CC is also twice as long. The CC damage per seconds stays the same you just have a longer duration for it.

Hard CC’s aren’t affected by condition duration, because Stuns Dazes etc. aren’t conditions. These effects don’t deal CC damage over time but they are just 1 hit on the breakbar. Although Condition damage doesn’t increase Daze and Stun durations as a ranger you have a trait in Marksmanship that does increase the duration for stuns and dazes by 50%. This does affect the CC damage you do with skills like Concussion shot, CA #3 GS #5 etc.

So to answer your question; Yes 100% Condition duration does increase your CC damage (with 100%) with soft CC skills, but the time to deal that damage is twice aslong. Your Hard CC’s stay unchanged.
