Guild Wars 2

I’ll cut this short. I get that the skill was not usable underwater due to its ground-targeting component, but now that it is gone, I’d very much like it to be usable underwater.

I’m pretty sure this is nothing more than an oversight when the shouts were overhauled, but pls fix it, I’d like to use it in Underwater Fractal. Thx fam.
