Hawk & Eagle's CD does not scale to your CD.
I think it’s always been that way. Pets have their own stats. Some vary depending on which pet you choose, and some can be changed by traits such as Compassion Training (Healing Power) and expertise training (Condition Damage).
I believe as long as your target doesn’t have 25 stacks of bleeding, you still get benefit from your bird bleeds; they’re just not as effective as the bleeds you apply yourself. In other words, you can have 2 stacks from you for 250, plus 2 stacks from the birds for 168 for a total of 418.
Pets stats was never based on players stats.
That is the reason cond bunker builds for ranger is good, because the power of pets like felines and birds will be the same even if you go full bunker or full zerker.

You can improve your pet’s condition damage with…
- Expertise Training for +350 condition damage
- Companion’s Might (your crits grant Might to your pet)
- Abilities that grant Might + Fortifying Bond (lots of sigils/runes/foods/traits/skills can grant Might to you AND your pet.)
- Fire Aura + Fortifying Bond (getting hit grants Might to you AND your pet, birds can also leap through fire fields to get these on their own)
How to max out your pet’s condition damage stat with one button: Hit Rampage as One while wearing Mad King’s Runes while near more than one enemy. Boom! 1225 pet condition damage (if you are running Expertise Training).
When trying this stuff out, it helps to leave your pet panel open and shoved off to the side so you can monitor how much condition damage the pet has.

I’ve heard Masters Bond also increases Healing Power and Condition damage, but despite me using that trait quite a bit never bothered to check this myself, does anyone know if this does it as well?
Also, doing what Misterdevious said (for giving your pets condis bite) + a devourer with a sun spirit/fire field is a good way to kitten people over with condi damage while you’re using physical damage, just sayin.
