Heal as One + Quickening Zephyr not working?

QZ kills your healing for the duration it’s active. Use the quickness from pet swapping (5 points in BM) if you want to blast out a fast heal.
Anyone else seeing this? When quickening zephyr is active my heal doesn’t work properly. The animation completes and Heal as One goes on cooldown, but I don’t regain any health. I know there are problems with QZ and shortbow attacks. Is this another bug to throw on the pile or am I missing something?
