As of now heal as one is such a below average healing skill and hardly ever see any play in the game. The fix is simple and ANet developed it themselves. Make the skill function as it did in GW1! I use to use this skill in GW1 all the time as it was so good. Why not just make it act the same? Make it a signet; the passive will be the life steal on pet hit, and the active will be the burst heal. Honestly, this would be a great change and not ruin the balance but bring more BM build into the light.

For those who are gonna complain on relying on pet even more, there are other healing skills out there to choose from. This is just another viable option that would make the skill better and would work with out traits.

If they ever fix our pet so that it will actually hit targets while they move you might consider this but I fear that it will nerf this heal by alot instead of buffing it.
But if they make a new healing skill for your suggestion that might be an option.
I use heal as one now since it is the best heal for my regen shout build and changing it that way would ruin it for me since they would for sure not leave it on 20 sec cd with the same active heal when you have a passive heal too.

What I would love for heal as one is reducing the cast time to 1 sec and make it remove 1-2 conditions (before the heal counts).

Sounds pretty good for PVE depending on how much that burst is… If it is in the 7k-10k then it is definitely sounding pretty good on paper.

RNG is a bell curve. Better hope you’re on the right side.
