Killing Pet Doesn't Stop "Lick Wounds"?
I don’t see the confusion here. You say ranger used lick wounds; 20 second timer starts ticking. You CC pet, which doesn’t really do anything. You kill the pet. Presumably 15 seconds have passed at this point. 5 seconds pass. He uses lick wounds again.
Seems pretty straight forward.
If you allow the 20 seconds to pass without killing the ranger, he revives the dead pet and it starts all over again.

So you’re saying that the 20s timer doesn’t start when the skill stops channeling (killing pet) but from when it begins channeling? It starts from the moment the pet begins the revival?
Like if for example, rapid fire which has a CD of 10 seconds starts the CD from the moment of activation or when the 2.5 second channel ends (or interrupted)?
Yes, you need to stomp rangers if you plan on leaving the point.
Or in your case, you might as well just keep killing the pet, since the ranger was wasting an enormous amount of time trying to revive himself.
you have to CC the pet, or stomp the ranger. if youre not fast enough u may have to cc the pet twice. working as intended.

Apparently CC’ing the pet is pretty useless since they just go back immediately and start doing it again. Useful for an emergency halt I guess…
Rapid Fire is a channel skill – and like all skills it goes on cooldown after finishing it’s cast.
Lick Wounds is an instant cast that orders your pet to go into a state of reviving you. Think of it as RaO. You cast it fast but the effect lasts much longer. The same goes for Lick Wounds. The ability stops only if you kill the pet or the ranger, or the caster sets another order such as F2 ability or swaps pets.

Pretty sure, it used to be that the pet would keep rezzing even while dead, when under water.

I saw people complaining about it not so long ago. And I think there wasn’t anything mentioned about fixing this issue.
I believe the bug still is here.
Killing the pet does indeed stop lick wounds. If the person was swapping pets fast enough to keep reactivating the skill on cooldown, you probably weren’t killing the pet at all.

It sometimes happen still but usually not, however devs at one point said it was intended and not a bug…
