You stomp the ranger before they activate the ability.
There are 8~9 (ish) seconds after the ranger goes down before they can even use the skill.
Once the ranger uses the ability the only way to stop the pet from attempting to revive the ranger is to kill the pet. (Oddly this doesn’t work underwater.) Or kill the ranger through damage.
Still, stomping the ranger before they use the skill in the first place is the best method. Easy enough to do in a game where everyone has teleport stomps, invulnerabilities or stability. (The good players know when to dodge. =p)

Lets say we live in hypothetical world and stomping is not a thing. I have had several situations where i killed both pets and yet, somehow, the ranger was still getting revived. I was just wondering if there is any way to actually and reliably interrupt that skill.
You can stop that skill by killing the pet. But when it is off cd (20s), the ranger can use it again (pet gets revived, if it is dead when the ranger uses Lick Wounds). So if you want to finish off a downed ranger without stomping you have to kill him in less than 28s.

It isn’t about killing the pet really. Non-safe stomping a ranger in 1v1 is more about breaking any pet cc they use after thunderclap. A ranger that cc you with a pet is likely going to immediately start lickwounds/bandage and try to burst rez themselves. Break that stun, dmg the ranger and stomp in quick order.
Should know that the only pet to really have to worry about is wolf and the only trait to be mindful of is beastly warden with its taunt. Neither of these is particularly common anymore.

It’s been answered but your question is wrong. Killing and interrupting the pet work — even underwater if you know what to do.
Also when we did the ranger forum 1v1 king of the hill, finishing was mandatory because rangers can occasionally rez themselves via timely pet management. I remember I had at least 1 duel where we both were down and rezzed ourselves. That’s one of a few reasons (albeit the most minor) I tend to keep wolf on the swap-to pet. You’ll never rez yourself against a mostly healthy opponent that isn’t doing something stupid, but sometimes you can squeak one out, usually if your opponent is very low on health when he downs you.
