I thought to combine Malicious Training (+50% condition duration on pets) with Black Bear’s Enfeebling Roar, but it doesn’t increase condition duration whatsoever!

With and without Malicious Training, it stays a solid 13s.

So what’s up? Is this something because I’m testing it in a WvW map, or is it messed up?

You need to be in combat to get the effect of the trait. It also won’t work if you are not actively attacking with your pet as well.
