Working as intended, its a Trait that has so many down sides I doubt any one uses it at all…The one use I can think of is in sPvP as each kills adds 2 stacks and even then most ignore it.
Anet should have made the stacks player side not pet side!
isn’t Master Bond have in description that looses all stack on pet swap?

i wonder if you make your pets the same in the water as out if it could negate the “swap” loss. someone give it a try

When you hit the water, for a split second you are “swimming” without a pet. then you dive below and your pet reappears.
That counts as a swap to the game.

Yeah, I use the same pets both above and below water and I don’t usually switch pets (playing a BM bunker power heal GR+Sword/Dagger) and my pet loses it’s stacks when I enter water.
I guess what Paken Kai says is what is happening.
Maybe this should be reported as a bug.

There is a state between underwater and on land in which all your skills are removed (with passives, which means soth doesn’t work on the water surface).
Stalker can be ordered from land to attack an enemy that is underwater and it will swim to it, but the stalker (or any other pet) is stowed when you enter water and get to the middle state.
That middle state is when you swim on the surface of the water.

I was going to add that amphibious pets don’t lose their stacks when ordered into/out of the water. But I was at work and couldn’t remember if this was correct.
