Power / Precision ratio for Crit ranger build?
Well, keep in mind that the stuff that gives power and crit damage also has precision (berseker gear), so you are pretty much “forced” to have more precision if you want to achieve the highest power/crit damage stats.
If you are leveling, i guess the gear you might be using gives more precision than anything else, imo you should focus more on power gear rather than precision gear.

There is also a set that gives just Power/Crit damage and Vitality or something with no precision, iirc, though.

The % crit it really depends, if you feel like you don’t need any extra HP (for PvE) you can perfectly use a glass cannon build. I’m running glass cannon and currently with 51% crit which seems fine.
