Making a condi Ranger build at the moment and was wondering if the 25% increased damage you get when you activate Signet of The Wild also increases condi damage?

no, it do not. Only power dmg sadly.

If its for PvE and you mainly are thinking dmg, then sun spirit and fire trap is your 2 main dmg dealers.
Last spot can then be used for either:
frost spirit (power dmg bump, and a good help to your party).
stone signet (if you have problems staying alive
movement signet (cant remember name right now, for running)
whatever you feel like
