Ranger vs Ranger ...
I feel very much as a disadvantage if in a ranger dual I manage to down the other player with less than 2k health left (assuming my heal is on CD of course).
Why? because you arent strong enough hang around and finish them because lightning strike + pet is going to eat you and if you get downed as well they will pet res first.
Can be an awkward situation but of course it really depends on your build if and if you have abilities available to help finish them.

Untrue, the pet immediately goes back to rezzing after it is interupted. The correct answer to the question is that if the difference in their downed times is larger than 2 seconds, the victory will tend to go to the first downed ranger as he gets pet heal sooner. Also if you can keep the opponent’s pet low without killing it when he starts his rez you can kill the pet and gain a victory (unless underwater).
If there is a time difference between downed then the one who downed first will most likely win. If one of them is condition based and the other isn’t then condition wins.
Most likely both will end up rezzing actually, unless the pet rez fails on one of them.
The one with the highest armor actually idk how that functions in down I just know that some are like granite in downed state and some like warm butter, you’ll notice it even better in water where one ranger will always live until his pet rez is avalible and another just melts in a second or two so if armor isn’t still in effect then traits atleast are.
