But does the 7% damage increase also apply to condition damage?

Moreover, since crits don’t affect condi damage, would Rune of the Berserker be better (assuming they’ve fixed it)?

No. The only time a rune increases condition damage is when specified, which the Ranger rune does not.

^ that. If it doesn’t specifically say condition dmg it applies only to power. For example glyph of empowerment is 10% to power dps, and grace of the land is condi and power dps.
