I use sigil of Strength, personally.
I find the quickness from Rage likes to proc while I already have quickness running… so is partially wasted. But, if you assume it procs every 45 seconds and isn’t overlap… then it increases damage by about 6%. Why not just use force at that point since it’s more reliable and doesn’t overlap other quickness we have.

If you’re looking at it from a PvE perspective, Sigil of Rage isn’t that great. From a PvP perspective, it’s pretty solid, because the damage is very bursty. You can pretty much never have too much quickness in PvP.
Assuming we’re talking about PvP, Rage for Power/Crit builds, Earth for Condi builds.
Sigil of rage is not good on a crit build imo. The bleeds will lack condition damage.
I use sigil of perception in the mainhand axe and sigil of accuracy on the offhand horn for my crit build.
I think I’m just going to run Sigil of Accuracy because that 5% extra crit chance will help out a lot and it isn’t a proc.
I’m using of Rage right now, because I really like Quickness, and with a good amount of crit chance and the short bow speed you basicaly have a 3 seconds Quickness every 45 seconds, plus the quickness from switching pets plus Quickening Zephyr. You can stack bleeds fast that way too. Although I mostly do PvE, Rage is probably better in PvP too.

Yes, you can proc both bleeds at the same time, sigil one and the trait one. Although rangers trait one is very bad. Its 1 second bleed. So it does barely any damage. I did not even use it on my version of condi ranger.
When it comes to quickness vs crit on bleed sigil.
Well depends on your build (how much crit/fury you run). I’dd say sigils are already worth it when you got 30% or higher crit chance. If you run tanky short bow condi build without crit, then get quickness or something else.
But yeah, as long as you run some crit, those sigils are a lot of additional damage.

If you’re using Quickening Zephyr, go for sigil of earth.
if you are wondering, the quickness boon does NOT stack. If you proc the sigil of rage on a crit, then two seconds later decide to use QZ (say you didn’t see that you already have 3 s of quickness), then the quickness will end after another 1 second. That is to say: once the first quickness boon ends, all your quickness boons end, regardless of how much time you should have left.
Another example: if you hit QZ for a 4-second quickness boon and the first hit procs the sigil of rage, you will only get 3 seconds of quickness instead of 4 (or even 7).
What i would recommend for a quickness build: 2 s Quickness on pet swap + 20% faster pet swap (15 points beastmaster tree), and quickening zephyr. That way, you can get 2 seconds of quickness every 15 seconds when swapping pets (or every 48 seconds if the pet dies), and activate QZ right after the quickness ends for extra duration.
NOTE: Since MeTx was mistaken and no one offered an explanation, let me clarify here. Quickness is not the same as Swiftness. Swiftness makes you run faster (warhorn #5). Quickness doubles your attack/skill speed. Yes, it even doubles the speed at which you harvest nodes.
