Im pretty sure the speed stacks yes, on my Ele in Beta I was able to reach pretty high speeds (+66% with Swiftness added) but there is a cap somewhere along the line.

Speed abilities do not stack. The highest currently active buff is the one used.
Ex: 10% from signet, 33% from swiftness… speed buff will be 33%.

That is correct. The only way to get beyond 33% is a full set of superior runes of speed and those are currently bugged and don’t work correctly. Also, charge skills like swoop on the greatsword move you faster but it’s hard to measure that in numbers.
Hopefully signet of the hunt actually goes up in speed increase.

Increases the total speed, when used with
the +25% from the Signet of the Hunt?
At a total of 30% this combination would be within the 33% cap and it’s close enough to free us from the Warhorn.
Hopefully signet of the hunt actually goes up in speed increase.
It’s a passive effect. You have almost max swiftness and it’s permanent. The difference between 25% and 33% is actually not all that much, especially if you have 1 or 2 ways to gap close, or grant yourself the swiftness boon. You want it to go up? Hate to break it to you but that’s not going to happen.

Well, combat speed is lower than the speed out of combat. This is regardless of whether you have any speed buffs or not.
On the other hand, this particular case needs testing. Might be worth it for some builds… Which is highly unlikely though, given, the runes in question don’t give that good bonuses.

No, that information is false. Swiftness in-combat is still +33%.
The cap is actually +100%, but only Engineers have access to a movement speed buff more powerful than Swiftness via Super Speed (which actually sets your movement speed to maximum out-of-combat speed even in combat).
Edit – I guess Thieves have a +50% stealth movespeed trait but it only provides +33% while in combat.
