Soldier Runes on Ranger
The condition removal effect of Soldier Runes on Guardians and Warriors affect those who are affected by shouts. With rangers however, only the player and the pet are affected by shouts. Do Soldier Runes on Rangers affect only the player and pet, or does it affect allies near the player as well?
Unless something has changed, it’s only the player and their pet.

Hard to say because the last trait in Nature Magic, Nature’s Voice, applies boons to allies within 360 units. It probably needs some testing but nobody cares about it because like you pointed out, ranger shouts don’t affect allies (without the trait) and have fairly long cooldowns outside of Guard, which is fairly useless in itself anyway.
I can confirm it only removes conditions from the ranger and their pet.
I just tested this a few times in Orr with Nature’s Voice trait and 6/6 Soldier runes, an NPC with some conditions received swiftness and regeneration but they did not get a condition removed.
