Spotter and frost spirit
The best way to make use of both rangers is to put one in the Power dmg sub-squad with Frost Spirit and Spotter, and the other ranger in the Condi dmg sub-squad (or whichever contains the most Condi damage dealers). The second ranger running Spotter and Sun Spirit for high burning uptime.
Hm yes I’m familiar with the builds but I started to doubt the uptime of spotter and frost spirit when running with 10 people.
So you’d suggest spotter twice and frost spirit once to cover all. Would you also suggest that if there were no or 1 or 2 condi players? Would you suggest frost spirit twice also?

With a 4-4-2 comp you’ll always want both druids running spotter, frost spirit and ideally sun spirit. This is because only one application of spotter / spirit will be overflowing from each subgroup with a druid in it.
In 7-2-1 comps, the DPS druid in the “7” group will have decent but not 100% uptime of the buffs on the main DPS roles. The other druid in the “1” group can cover the downtime and buff the rev/chrono by also bringing spotter / frost spirit, especially since this Druid is probably Zealot’s/Magi’s and isn’t contributing much in terms of DPS.
In summary, 1 druid is rarely enough. I’d always recommend 2 druids bringing full buffs.

If nothing changed since I played, having
2x: Spotter, Frost Spirit, Glyph of Empowerment
1x: Sun spirit (condi subgroup)
Was the highest DPS you could squeeze. Don’t forget Vipers deal a nice chunk of Direct damage, as well. Ranger is the only class that deals vast majority of Viper damage in condi. The other classes are more hybrid.
Moreover, Even if the Frost Spirit was to be excessive – it would affect pets as well. When DPS comes to mind – there is no other utility to be able to compete with Frost Spirit.
Naturally, other utilities are sometimes more valuable. Depends on skill-cap of your squad and encounter. Sometimes you don’t need the DPS.
