I think once the cast is underway its already too late to use stealth to avoid. Thats why channels work really well against thieves.
Not the only stealth however… used to use siamoth foraging items quite a bit. Pretty effective if you want to baffle someone and dont want to risk your hunters arrow missing or blocked. The problem is your pet needs to forage it on the ground, and need to pick it up (about 1/2 second), and then use… so its better to “pre-load” to help with scoring a big hit, or get away from/dive unseen through a zerg.

rangers can burst about 9k out of stealth with quickness. just throwing that out there.

This is wrong. There is also a trait that stealths the ranger on application of daze or stun. it’s in the wilderness survival line and it has an ICD of 30 seconds i believe.

COME ON, You can’t be a real ranger if you havent tryed every trait and every pets.
A ranger on the ground has 3 sources of stealth that i can think of.
1: Hunter’s shot
2: Pet siamouth dropping item granting stealth for 3 secs
3: Wilderness Survival Trait IX if i recall correctly.
Underwater:
Jellyfish throw smoke fields & water fields in which you can double leap with the attack #3 of your spear (dart).
2 of them are exploitable.
Also if you are norn you can always play the leopard and get 5sec stealth with it about 2-3times during the elite.

The difference is if you move in camouflage you reappear.
I forgot about the siamoth one, but I think that was a bit unreliable, but it is probably much better now after the update.
Also, the jellyfish smoke field I don’t even consider a stealth option, the effort you need to use it … I can’t even imagine a real application for that.

Ok but it functions pretty much the same as stealth, and Considering what the OP was asking about, I’m pretty sure that’s what he was talking about.

Well … kinda, since the Hide in Plain Sight is a passive effect, you can’t time it with anything and if the target attack the area you were before, you’ll be hit and if you run away will reappear.
Hunter’s shot is the only active way to use stealth, and the siamoth forage skill but that one takes time and practice to cast + get the item + use it, even the hunter’s shot you need to make sure to target something and hit it, if the target block, evade or get “out of range” then you lost your opportunity to get stealth.
Stealth isn’t really a very reliable thing on rangers, it is good only to combo with Remorseless and sometimes stealth stomp the enemy.
