Storm Spirit + Moment of Clarity
I don’t really remember that well, but I would venture a guess that the active is slower because it got nerfed back when spirit rangers were a thing in Spvp. I agree that MoC should proc on it though.
The active is slower not only for storm but all other spirits.
Nature Spirit (the elite) also need to scale with healing power, have a bigger radius (currently it’s just 240 needless to say uselesss) AND an active that triggers as fast as sun spirit so it has a chance to actually do its thing before getting killed by cleave.
As far as I know, Spirits are treated the same way as Turrets, in which they scale from the player’s Condition Damage, Condition Duration, Boon Duration, Healing Power and considered a separate entity. The exception is Spirit of Nature, but that’s currently bugged and is supposed to scale with the player’s Healing Power.
I don’t think Anet would allow Moment of Clarity to work with Storm Spirit unless they shortened the duration of the active Daze. Would possibly be worried if it were to happen, seeing how they balance things out, they might chainsaw the initial daze just so it can have a 3s daze with MoC slotted.

they have not chainsawed Technobabble (6s Daze with MoC) which is easier to hit than Storm Spirit (not AoE, I give you that)
Because Technobabble is 45-sec, single target, and restricted to the Asura race. Big difference vs an AOE daze that can be done about every 25s ’ish (counting cast times) by just being a Ranger.

It wouldn’t be broken at all.
It’s not as good as a regular skill.
It’s a spirit it dies instantly, has a small radius and a slow cast time AND can’t use its active effect until 1 sec elapsed after casting it.
Compare that to mesmer mantra + powerblock and make the comparison. Would it really be OP?
Mantra of Distraction is borked though, and with Power Block, it gets more powerful; like adding rockets on top of a laser. On the other hand, Storm Spirit suffers from the flaws of being a Spirit.
Would it be OP? I’m not sure to be honest. My 2nd paragraph was more a response to how Anet “balances” things related to the Ranger class. If it were up to me, I’d have Spirit Actives stem from the Ranger and be ground-targetable so MoC would apply. No worry of waiting for Spirits to do cast times on actives.
But since it’s Anet, if they let the two traits work together, they probably would think an AOE daze for 6s is OP (for us).
