I have the crafted berserker exotic lvl 80 harpoon gun and I am only critting for 200 when i am using it underwater. is it suppose to be this weak?

It’s an AoE rapid fire weapon that deals condition damage.
It’s not the actual hit that is painful is the stack of 7 bleeds that is.

If you really want to be a monster underwater, grab some cheap condition + gear and speargun then go for a swim.
