Very high quickness uptime theorycrafting.
I’ve been running this for a while now and I’m quite happy with it:

I change the stats on the armour and jewelry now and then, take out some defense for more offense, but it’s mostly like this. Recently I switched out Sigil of Blood on my sword for Rage, just to try it out and get a little extra quickness. With 60% boon duration(says 40% in the calculator, but it’s 60%) I thought maybe it could be worth it.
I’ve been using it for solo roaming in WvW, but I’m sure it can be tweaked for PvP.
The reason I’m running double birds, was because I used to have Wilting Strike for the weakness. I tried Go for the Eyes some too, but switched those out. Birds are still ok, but other pets might be better.
You can get 60% boon duration without going overboard:
20% lingering magic (editor doesn’t count this for some reason)
20% rune of water
20% food
3s becomes 4.8 every 30s sigil of rage
6s becomes 9.6 every 48s traited quickening zephyr
3s becomes 4.8 every 20s zephyr speed
3s becomes 4.8 every 20s instinctive reaction (unreliable, but will happen at least once.)
That’s 24 seconds of quickness added up. That’s a pretty high uptime.

The problem with quickness is that it often goes at the cost of other things. Quickness is only really good for dealing more damage and for stomping. However, you already lose your rune set to travellers or water, so that could be a damage loss. Also you lose your food, which could be another damage loss. Then you’re also locked into some trait lines, which could be another damage loss. You’re also forced into using a certain utility slot and a loss of a sigil.
But I’ll give it another try. At least, I’ll try Sigil of Rage.

This is what I run and I find it to be pretty effective:
The protection uptime and perma regen are what make the build IMO, quickness is just the gravy on top.
