Guild Wars 2

What skill is this? There’s no wiki page for it. Normally a skill will let you hover over it to see what it is in the combat log. Only thing I can guess is the auto-attack on staff despite it being called Solar Beam.

Are you using Sigil of Water?
I’m pretty sure that when it heals, the effect is called Wave of Healing in the log.

That is indeed Sigil of Water’s effect.

For the record, Solar Beam comes up in your log as Regeneration for a value that seems like twice what it should be. I think that’s because it’s basically just a linearly applied Regen that’s half the strength hitting twice as often. So the backend of it is writing to the log every second as though it were a normal Regen, it’s just reporting the cumulative value.
