We got an elite specialization that had unique damage like Reaper with Chill; our unique damage being Cripple. We already have an over abundance of Cripple at the moment, and this would make another aspect of Ranger that becomes useful, just how Regen became actually useful with Druid.

When I played a Hunter in DAoC, the RR5 ability was called Entwining Snakes. Insta-cast spell that is PBAE 50% snare lasting 20 seconds with a 350 unit radius. Snare breaks on attack.

Basically would be pretty cool to get an aoe/pbaoe root that gives like 10 seconds of super speed. Would serve as an excellent, CC/get out of jail free card while also allowing us to reposition, heal etc.

Another option is if it had a trait that said you apply bleed whenever you apply cripple.
