Where to put trait points
Trait points work hand in hand with the type of armor and weapons you have.
Typically PvE solo is Power/Precision or Power/Condition.
But with the recent Shortbow nerf this build is the most affected. Ranger if you didn’t already know is one of the weakest classes.
Frankly, I would avoid playing the Ranger until we find out what they really intend to do.
I honestly would try another class.
I used to put 10 in Wilderness Survival for Wilderness Knowledge(20% CD reduction in Survival skills). Even with the nerf, Quickening Zephyr and Muddy Terrain are too good to be missed.
Ranger is fine. I still play my ranger in all forms of gameplay and I do just fine.
As for trait points, look over what all the traits do and simply pick the ones you would like. Don’t necessarily pick trait lines in order to get the extra stat points (such as toughness vitality etc)
You get those from your gear. For instance I have 20 in skirmishing, but none of my gear is using precision. I just really like the 20% quicker recharge on my bow skills.
I have had absolutely no problems whatsoever with my ranger since the nerf. And i am still often fighting and beating many bosses several levels higher than me
Since you’re level 27, I’d recommend trying another class right now – before its too late and you feel obligated to stick with the Ranger.
I’m not trying to say “get out while you can” but… get out while you can, until they fix the bugs listed on the front page!

Points are best to put on one of the trait lines in the thief or warriors builds.

I think that’s good advice you can always adjust the stats you get from traits, by putting different stuff on your jewelry and armor.
You can always reset traits, so it’s impossible to permanently screw them up. You’re also not going to get into the highest tier until level 60, so they’ll be spread around at low levels, and you’ll specialize more when you unlock higher tiers.
Some traits of note for leveling are the regen at 75% health ( 5 points in Nature ) and the quickness on pet swap ( 5 points in Beast Mastery ) are definitely worth taking. Get used to swapping pets for F2 cooldowns and fat buffs.
The ones who actually gave trait advice, gave good advice. At that level, feel it out. When you get your lv40 book, all of your traits reset, allowing you to rebuild them however you want to—same when you get your level 60 book.
I’d also suggest hopping into the Heart of the Mists to test trait and stat builds to see what suits your style. I spend a lot of time there and I never sPvP—I just test for explorable dungeons.
I will say this much: after level 40, give traps a try with their related trait(s). I feel like traps put the other utility lines to shame (I’m looking at you, spirits and signets!).

I personally like the signnet + power RoA build. That feel when you turn on RoA/QZ/Sig of wild, you and your pet get super beef, but then your CDs are gone and you cry. :P
How you trait is based on your style of play. Experiment. Even after level 60, you can get trait point resets relatively cheaply from the same NPC that sold your the books. A couple of silver, and you can try another build.
I run 20/30/0/0/20 at the moment, with a longbow and power/precision/toughness armor. Your mileage may vary.
Reroll class before its too late.
