Is it 12 × 1008 = 12096 or 1008 ??

I mean 1008 per hit or 84 ?

All 80es > MM necro is my best ,cleric
guard ,nades eng ,Trap thief \ranger ,signet\shout warrior, zerk mes\ele & shiro rev.

I think dmg displayed on skill is base dmg that is then calculated with other factors. My whirling defense make around 5-7k depending on setup but never 12k+ like it would if dmg was 1k per hit.

Talking purely skill damage WD will hit 12 times for a total of 1008 dmg. The final damage is of course scaled with the proficiency points you’ve got added to attack (weapon, armor, traits, etc.)

The answer to your question is 84 per hit. There’s a multitude of skills like it, that show xx hits of yy dmg where the damage is per total.

If it’s neither 1008 nor 84 , what is the right damage per hit ?
Is it stronger that torch skills as I found that torch got the strongest skills in the entire class. ( even if I don’t have much condition damage )

Its definately not stronger than Torch skills.

Whirling Defense is pretty lackluster on damage, its mostly good for the actual defensive aspect (reflecting all projectiles for a long duration), for use in combo fields, and for applying a pretty decent stack of Vulnerability.
