I’ma guess less of a design decision and more of a boss saying “we don’t have time” decision. See: Herald.
Nothing from the elite specs works underwater, even skill types that do work on other professions. Anet was lazy.
You couldn’t even use a tiger underwater at HoT launch because they forgot to code it as amphibious or something.
Pretty sure Reaper Shouts work underwater. Not sure about the rest. But yeah, noticed this too and it is really annoying. I think it’s more just Anet feeling it is not worth their time since they have chosen to neglect underwater content for the time being.

Berserkers Outrage and Blood Reckoning do work underwater while all other rage skills don’t work.
Think it’s sort of ‘balancing’ made cheap. It’s really horrible what they did with the UW combat. They basically abandoned it after they noticed how broken it is and yet – after 4 years – they still haven’t done anything significantly against it.

Underwater combat should be a daily… if it were maybe people would use it more and understand it’s strengths/benefits.
How can you improve anything when you have so few using it? I’d like to see events underwater – even an underwater race…
Back to the ‘why isn’t Anet playing their own game’, as in every single employee and coder.. so they can see really experience the game instead of guessing from people who complain – and that’s how most nerfs happen… someone catches attention of someone who can and did change the code
