You can take advantage of the spammability by using UA when the enemy tries to get on the point. By then, you have some energy restored. No need to spam 2 UA on top of each other.

I can see this being extremely annoying in pve if people use this in events.

UA doesn’t cover whole point. You can still easily contest that.
Besides, let’s say you use UA every 7 seconds. What’s your defense? UA may give you 2s of Resistance and you can hardly afford Facet of Nature upkeep.
Most PvP builds have mid or range options. You have Hammer and that’s it, everything else is Melee. So no pressure. While you are defenseless. Mallyx isn’t packed with Blocks and other useful stuff like Decap Engi was.
I’ll say that – I tried “Decap” strategy with Revenant in both betas. Best result I had was stalling for 3 more seconds and that’s partly because Stability was bugged against this skill.
It’s not a concern. It does much better job at denying stomps and rezzes or in WvW.

Decap Engineer was a bunker with killing potential due to the sheer amount of CC and boons ontop of the damage via turrets being actually somewhat high.
A revenant spamming UA is sacrificing his Energy to merely keep you off a point, his ranged combat isn’t the best, meaning you can just pester him until he’s forced to start utilizing energy for defence, or forced to engage you close up.
It looks like a problem on paper, but it really isn’t, even with it currently ignoring stability.
(I disagree with people stating it doesn’t cover an entire point, it was covering entire points for me when i was using it.)
Dump a load of condi’s on a revenant, he’s forced to pop Pain Absorption (35 energy) which is one less UA and also pushed them into going on the defensive.

You can hit someone with mace while in UA pretty easily
