The Rev operates on “ramp up” power scaling, while thieves, and most other classes for that matter, simply front load something then swap into their secondary function until the first is ready to fire again.
You’re NOT expected to swap often in the Revanent. You’re actually supposed to gain power the longer a fight goes on. Think Condi vs Zerks. Condi (theoretically) increases pressure over time, until defenses are unsustainable and have to break engagement. Zerks effectively front load damage, and then play defensively until they can unleash another spike. In tandem this is highly effective. But the reason Zerks are such strong meta is their ability to eliminate threats before they become a problem….. hence the DPS race.
If the concept worked as intended, Rev’s spend the initial part of the fight putting steady pressure on the enemy, and then ending with a massive burst of damage, or a defensive reset of allies. Its similar to the Mordrem Menders, which can keep other mordrem going indefinitely (even saving them from the brink of death) if not dealt with.
I don’t think that the revenant is supposed to gain power as the fight goes on…merely to sustain the fight and win by attrition. THIS DOES NOT WORK IN THE CURRENT COMBAT SYSTEM (see NECROMANCER forums). The only thing that attrition gets you is to be the last one standing when everyone else in your party or on your team has died.
Another attrition class will just annoy your base and lose the interest of the incoming players who hear of a new class and come to find its a boring slow fight that you may not win. I don’t think that this is the business model that anet is going for.
