Well you can run Ventari/Jalis but for WvW Ventari/Glint is more effective as a support.
Regen is affected by boon duration and the last time I checked it was being affected by envoy of sustenance.

Buff/Boons and healing are applied according to the priority:

  • party/subsquad->squad->Other Players->NPCs.

For targets within the same priority level I believe it’s the closest to the center of the effect that gets priority. If a target is already at full health he is disregarded for healing.

Ventari/Glint is a good support for WvW, specially, because of protective solace.
In terms of healing/buffs Ventari/Glint is behind Druids/Tempests by a considerable margin requiring a few buffs but it’s a lot more fun IMO.

On event tagging as long as you do any damage in the event area your buffs and heals will convert a percentage of the damage from the affected person into damage for you for tagging purposes.
Engineers are currently the weakest support that I can imagine and that affects your capacity to tag beyond the damage. I have no difficulties obtaining full contribution on any events with Ventari/Glint.

On regen I think you might have confused a few things given your rune example.
Unless a specific boon/condition is being enhanced by a duration boost that only affects that boon/condition, they won’t show when you mouse over boon/condition duration.

The stat buff is add as soon as you equip the herald line and with monk runes and envoy it’s 4sec (base duration is 3sec) on facet of light.
Glint is the legend for the “legendary dragon stance”.
Also boon/condi duration has a cap 100%.
The healing output for engineer is low…
On Herald just the regen ticks with the salvation line can reach 1k… add to that Natural Harmony, Shield 4, staff 4 with 5k~6k each and Ventari’s Will (tablet movement) with 3.5k. NH and VW can be used around every 2.5 seconds.
The healing output order is about this:
Druid
Tempest
__________
Ventari/Glint
_________
_________
Guardian/DH
Elementalist

Engineer is only above rangers and necromancers in terms of healing I believe. I haven’t done exact calculations for base classes. Engineers do have a decent access to boons though not on herald level.

Boon duration given by runes of the monk is 15%

Engineers bring water fields and can self combo them.

If you have celi trinkets, them you may want to consider Mace. Mace 3 scales well with power and Mace 2 puts down fire fields. Mace 1 is where you will feel the lack of condi damage. Torment is more useful in WvW because players like to run around.

You may just want to get some exotic trinkets. To my experience you either go full celi or no celi. Ascended is not that big of a buff.

Let me put this in another way. Engineer healing scales terribly if you are running zerk their heals are good, but by healing standards they are terrible. But on the bright side they make excellent DPSs and tanks.
