I believe this is due to how the energy degen works. You have a base +5 regen and can go to a max of -5 degen. Impossible odds is -10 so you can only have it and no other source of degen on at one time. I am not sure of this, but it would be easy to test out by trying to have all 5 of the legendary dragon skills active (utilities + elite = 10 so you shouldn’t be able to use the heal as well).
That said, I don’t doubt that it is entirely intentional to keep from stacking quickness that will last till after the ability is turned off. Though I think the lower up-time of Impossible odds due to the increased degen of FoN would probably balance it out.

because facet of nature uses 2 energy gen, and impossible odds requires a full 10. you can’t go below -5 energy gen.
all the heralds skills now give a 3 second boon every 3 seconds so the moment you turn off any upkeep to regen some energy you will lose that boon.
i liked it more in beta where you could stack boon duration for a small amount
Sounds like you aren’t using Facet of Nature.
Do you have the 15% boon duration grandmaster minor unlocked and are you using FoN?
with Facet of Nature, the 15% boon duration grandmaster minor trait, and Shared Empowerment, I can maintain 12 stacks of might passively, I can get even more if I use Sword3.
Commander’s gear is going to be delicious with even more boon duration.
