Legends being in many minds at once.
Shiro from the mists is (probably) not his soul, but just an iteration of Shiro through history, an echo.
Revenant legends may be still alive in the world somewhere.
People are also doing multiple fractals of the mists at the same time. It’s the mists.
“A fractal is a natural phenomenon or a mathematical set that exhibits a repeating pattern that displays at every scale.”
So we have already seen objects from the mists that can repeat themselves and exist in multiple iterations or copies. You can also meet scarlet there, even if she’s dead, but also when she was alive.

well their are multiple realities as far as the mists are concerned.
First of all, as people said above, the Mists are a weird, reality-bending place, so it’s entirely possible to have to iterations of Jalis fighting each other.
Second, although the revenant legends seem to have consciousness to an extent, they are bound to the revenant’s will, as demonstrated by the occasional fit thrown by Mallyx.
Third, we are freaking time travelling in this game. And we are teleporting by magically paying some silver to a waypoint that’s half the world away from us. And we bring dead people back to life by rubbing their bodies. This is not by far the worst case of fridge logic in the game.
Shiro died in the Realm of Torment, after dying in Tyria, after resurrecting himself after dying to the Kurz and Lux champions.
I don’t think anyone can say for sure where Shiro is right now.

That said this is something I’d like to hear more on. The blog post said we can, lore-wise, have conversations with our legends and that they are fully sentient. It also says that not all Legends are cool with being channeled, so it seems like the legends don’t have a lot of say in the matter.
Wether each revanant has their own copy of the legend or not I don’t know, but it seems like if two revanants channeling Ventari were to fight one another the legend Ventari wouldn’t have a say in how their power was being used. After all, not all revanants are overcome with an urge to destroy Cantha every time they channel Shiro.

They don’t have to be alive. They don’t have to be the same.
Mists are the beginning of all creation. The past, present and the future as well as all realities at once.
Think of legends as “imprint” of the fabric of creation. Even if they died their imprint is left there. ANet at one point said that technically there could be legends from the future because of this (that we do not know) but that they decided to use past legends.
So shiro can be dead but his imprint was left in the mists forever after.

Just a small disclaimer before I begin: Much of the following is conjecture and supposition, based on what lore we have on Revenants and the Mists in general.
Well, to start of with, I do not believe the legends we channel are fully sentient ghosts of past famous people. Indeed, if they were, I somehow doubt Shiro wouldn’t somehow be able to overcome the defences of a single Revenant and possess him- or at the very least such legendary figures would likely be able to break such a bond and deny us their skills.
Instead, my theory is that Revenant legends are semi-aware imprints in the mists, akin to Mass Effect’s holographic guides in the Citadel, or the sentries from Portal. They can interact with the Revenant who channels them, and they do so with traits and skills similar to their legend, but are in essence nothing more than an echo.
You could almost think of the legends as cosplayers, if you will. The Legendary Assassin looks like Shiro, sounds like Shiro, and fights like Shiro- but ultimately, it is not Shiro himself.
Each imprint is almost like a blueprint that has been engraved into the Mists by particularily heroic or villainous feats in the past, presence, and future of Tyria. Revenants pierce the veil of the Mists and draw upon these blueprints, forming a flat and stereotypical version of their chosen legend to augment their own skills in combat with fragments and memories taken from this blueprint.
Of particular note is the greatly reduced effectiveness of otherwise legendary feats and skills. Shiro once turned an entire ocean into Jade- we tint a few enemies green for a couple of seconds. Jalis once turned his entire race into pure stone- we tint ourselves and a few allies grey. This, to me, implies even further that the legends you bring are shallow when compared to the originals, and do not possess the power, skill, or wit that made these legendart figures, well, legendary.
And hey, that’s a good thing too.

This actually makes a lot of sense considering the point you’ve made. The Jade winds was the first thing I thought of when you mentioned the legends being just a “tint” of the legends themselves as well as providing an excellence basis of how multiple people can channel them.
