Are the rare pieces in the collections capable of dropping from any level mob?

For example, The mistward chest needs a Mistward Coat Padding from Flame Legion mobs….

From any level.

So with this set, it just says scale boots. Where do i get scale boots, I’ve bought them from the TP, but it didn’t unlock it under the collection. Just curious how get those items, the others as I understand it are just random drops. Thanks in advance.

rightclick → unlock skin, or just salvage them.

Will dungeon enemies also drop the mistward padding, so like in CoF for example?
