No this is a carry over bug as mentioned before in my thread last BWE.

Phase Smash and targeting work like this:

Phase Smash targeting will go out to 1200m range measured from you to the target. This doesn’t take into account travel distance or otherwise but rather a straight and hard 1200m distance. So if you were going to do Drop the Hammer there, it would hit the Deer.

Phase Smash mechanically speaking actually leaps you there, and after you travel X distance it pulls you back. You are actually, physically traveling with Phase Smash. This means you can use it to proc fields, for example Necromancer Marks, which will activate as you pass over them. But once you travel a total of 1200m you snap back.

So if the Z axis is weird, and you can see in your screen shots there’s a lot of slants and hills there, you won’t actually reach your destination. You can replicate this anywhere by standing on a bridge/ledge (such as in southern LA) and attempting to phase smash anywhere below you. You will travel forward, then snap back no where coming close to where you targeted because you physical don’t travel down there.

This works both directions. For example standing on the eastern side of LA Bridge you can target halfway to the middle at 1200m. However because you’re traveling “up” the Z axis you actually smash somewhere before the bridge. I believe this is what is happening to you based on the screen shot.
