Whether it scales or not; if you’re talking pure dps for conditions - sinister is always the best (unless you could consider ramp. if there’s some kind of build that involves low-ICD and the need for high-crit ratios). The only other stats that may be more viable than power are essentially support/non-dps stats (which who knows what mechanics, if any in PvE, will favor that yet). Basically, for pve; zerker, sinister, ramp, and/or assassins are essentially going to always be the best unless some mechanic forces the player base to have to take some non-dps-mitigation stat (like vit, healing power, toughness, etc).
For wvw im going full dire mace/axe+shield. I hit about 100 direct but it doesnt matter obviously..after all its condi tank build. But we talk about pve here so..
Most likely you will want to wear full sinister for max dmg output even if mace damage doesnt scale well with power.
For runes you could focus on burning – bal runes, malice sigil and pizza food obviously. That would put your burning at +95% duration. Theres might come sigil of torment to increase duration by 20% with HoT so you would be sitting at +103% torment duration (33 from trait, 40 from food, 10 from malice and 20 from torment one). In the end i believe torment runes are pointless at this point.

Ps.If you build for condi then anything else than mace/x is kinda..pointless.
Also go Mallyx for extra torment.

If your going Condition Damage for PvE it will be pointless if your going to be part of the PvE zerg fest on the 23rd your going to be doing minimal damage and your condition damage will just get toppled over by someone else over and over again but solo….Heck yes go for it Burtnik has a good idea flowing.
Honestly speaking, right now, I wouldn’t bother with pure condition Revenant for PvE dungeons.
Other kinds of PvE? Maybe, Condi builds in general have better time being solo in PvE and I saw it is even more true in HoT maps when you run around alone.

I mean at least mace also has decent access to burning.
It really is underwhelming as is though. Really does not need that much to put it back into a good place. But it does need something.

I am not entirely sure if you played the revenant on conditions in a beta weekend. Just from raw numbers this build actually hits higher than the generic Shiro/Glint-Zerker-Build if your enemy is standing in your fire-field constantly.
Rotation is quite simple: Spam out Mace 2, use quickness from Shiro as often as possible without delaying Mace 2 uses and you should be fine. Also use Elemental Blast (the second utility from Glint) as it applied 3 stacks of burning essentially for free.
You are running +125% Burning Duration which essentially means Searing Fissure applied 4 stacks of burning with a duration of 9 seconds each, Elemental Blast gives 3 Stacks with 6.75s duration each.
This is quite some burning.

Duration is capped at 100% so forget about 9 seconds. Max you can get is 8. Condi rev wont be viable in pve unless there wont be any difference in damage between moving and standing still tormented foe. We basically have damage from torment reduced by 50% in pve as mobs dont really move much.
Howered lets hope that the trait Roy spoken about will bring torment damage to the point where it wont make difference between standing and moving foes.

I’m going with sinister revenant for launch. Mace/Axe/Shield felt very good during BWE3. It’s definitely not your corner stacking dungeon build circa 2013, but I got five other classes for that. This build is meant to see action against the new AI programmed to move out of player AOEs. Depending on whether you need blinds or might, lead with Unyielding Anguish (UA) or Searing Fissure (SF) and blast these with Echoing Eruption (EE). Auto-attack and watch the mob move out of your AOEs. Then put down more AOEs and blast EE again. When your ready to swap to Glint, use any remaining energy by activating the Mallyx elite. Keep auto-attacking while swapping to Glint and work in that Elemental Blast (EB) AOE. Get off Chaotic Release and One with Nature and swap back to Mallyx when it comes off cool-down. Axe offhand, along with the other Glint Facets, bring powerful counters to the varied mob mechanics seen in beta, and the shield offhand brings terrific sustain.
