It doesn’t but they got used to it because it used to be good and don’t feel like changing. Open world also has some really low requirements.

I get shield was nerfed, but isn’t still filling a good roll or is it just not good compared with the others?

I think it just got put into a more niche role. Instead of providing strong defensive sustain, it’s just become a weapon for surviving frequent dps spikes.

It has a niche role for healing power builds shield 5 has a 2 modifier (.5 per pulse) healing still quite well.
The role it currently performs sword OH can do better (having more frequent blocks) for DPS builds or you can take Axe for mobility.
Considering that almost anyone is using a DPS build there isn’t any reason to take shield.
And the reason they don’t change is because open-world isn’t hard enough to require it.
