Shiro Heal should be upkeep

no cuz stealing life from 100 energy and each of those jade hits deals extra dmg
better had heal on hit on Impossible Odds
I’m a little sad Impossible Odds doesn’t tick condition removal and give Quickness, rather than the speed boost, frankly… That’s what the original did and I’d love to be able to toggle some mad removal. xD

I think it’s intended to be a bit more spiky than an upkeep skill would offer, it’s not meant to always be available, and if it were, it would likely do a lot less healing per hit. If I’m looking at the numbers right is does like 8x the healing as Signet of Malice does? So basically if a signet Thief and a Shiro Rev were in a face-tank brawl, using identically balance attacks, the Thief would heal on 100% of his hits, but only a small amount, while the Rev would only be healing for six hits every 30 seconds, but for much more each time, and do six hits of bonus damage along with it, and keeping in mind that as a Revenant, he can swap to a different spec for another burst of healing.
I think the rev will do fine without a permanent life siphon ability.
