Maybe two devs are working on Revenant and:
Dev No.1 (the bugfixer + balancer) is sick in bed after he went for an internship for months on a fishtrawler after HoT got released.
Dev No.2 (the notorious nerfer) is sitting in his batcave, grinning like the joker on coffeine-overdose.
Doesnt this explain the current situation?
