No thanks, that still leaves the rev in teh same position where you will have to put on a certain legend to get a certain weapon. What if you need the utility of the legend but the other weapon you equipped? Remains that you have no versatility in your playstyle that other classes are able to obtain by selecting which utilities they want.
Energy is the balancing thing here, you got no way to spam attacks and utilities due to it so balancing is actually already inbuilt to the class

Sword/sword is probably not great damage in pve since the first attacks in the chain are only single target. It’s maybe good for pvp if you build that way.

First attack is a 3 target cleave, second is a 450 range piercing projectile that returns at the end of the path, and the final one is a three target cleave that also applies a delayed AoE explosion on those three targets.
The whole chain is about as far from single-target as you can get.
