Why Herald stance isn't avaliable underwater?
Anet has pretty much abandoned underwater combat.
All in topic rly. Is there a real reason for that?
Probably no time to add a third as I think it was jalis that was rushed into underwater? Spear was rushed in aswell.
They didn’t abandon underwater combat or they would have skipped things like warrior spear/gun bursts, celestial avatar and so on.

Dragon Facets did work underwater for a time, if you activated them while on land then went underwater.
In other words, mechanically speaking, there is no reason why it shouldn’t be allowed underwater. The only problematic skill would be the swiftness activation, which is ground targeted. However this can easily be resolved like they did with Necro wells and Warrior Banners.

The only reason there are underwater skills in the new specs, is because Anet made the system and now they have to stick to it. As far as practical content where underwater is used, aside from the jellyfish fractal, yes, Anet abandoned it.

they could have completely frozen over the new pve map, they didn’t.
Because revenant, specially underwater, is still in beta.
