A Rough Plot of Thief Weapon Sets
S/P and P/P should be less forgiving than D/D. P/P has terrible damage mitigation and no stealth. S/P damage is near impossible to hit with and has no stealth.
Shortbow has way more damage than you give it credit for. I still use shortbow to outdamage pistol/pistol users (not kidding, won a 1v1 on them with SB vs PP)
Are we talking potential damage or actual damage?
Actual damage will put D/P ahead of D/D and P/P, but you got it right if it is potential damage.
S/x and Staff deals more actual damage than P/P because they cleave.
Shortbow deals more actual damage than P/P because of AoE.
P/D deals more actual damage than P/P because of the number of available conditions and it can be applied to multiple targets.
In conclusion, P/P is more like located close to the corner where every other weapon set out-damages it
Full set of 5 unique skills for both dual-wield weapon sets: P/P and D/D – Make it happen
PvE – DD/CS/AC – If that didn’t work, roll a Reaper or Revenant.
If only Staff damage could be put between dagger and sword. It would make it reasonably viable.

OP only took account of the burst damage it seems and I think he is right. When it comes to bursting P/P can outclass most weapons, but when bursting isn’t taken into account SB does take the crown.
