I never understood why blinding powder was restricted from underwater use.
And on the topic of underwater combat, the options for condition builds leave much to be desired.
You can also use Hide in Shadows under water

Yes some classes are gutted of skills underwater. Trait lines suffer with the skills. The sad answer is to just get used to it.
Ah, Hide in Shadows…forgot about that one. So I gotta burn my heal skill just to get stealth. Guess it’s really only to be used defensively then underwater?

Just thought I’d drop my two cents, if you’re a thief, just stay out of the water, period, in terms of PvP, unless you -really- need to go into it, just avoid it
Thief underwater combat setup is still in beta. No ETA on when they’ll complete it.
What I don’t like is not only are there hardly any stealth options for underwater combat but we also have to switch out our traits manually to even begin to function normally with the weapons we have to use underwater. Why don’t we have a separate trait spec for underwater combat like we do for our weapons that autoswitch when we are in swim mode.
SOON there will be NO stealth on surface as well.

This is a broader argument that should be made for all professions. I agree. So many builds are based on skills that aren’t available underwater, that it cheapens underwater combat. Take your traited FT engi underwater and you’re just a dude with a harpoon gun. Take your stealthy thief underwater and you’re just a dude with a sharp stick.

Depends on your build. I run signet of malice + 3 signets with blood sigil on harpoon gun. It’s pretty solid if you’re also tanky. (spam the underwater unload)
Underwater flanking strike with the spear is also pretty solid. (managed to overcome the regen of my regen bunker warrior in sPvP)

Don’t forget LITERALLY no AoE’s asides from the 3 target cleave from Spear…
