did you happen to notice which weapons they were using?
There is no “heal on dodge” trait, but Assassin’s Reward (30 in Acro) offers an abysmally small amount of healing on initiative use, which may have been what you witnessed as the heal. Withdraw is also a dodge, and is one of our heals which has a 15s CD and rolls you back while evading.
As for stealthing constantly, this isn’t really a thing any more, so you’re going to have to be a hell of a lot more specific for us to be able to help you understand what build it was.
What weapon sets were they using, for example? Were their autoattacks fast, or slow? If they were fast, it was dagger mainhand, if they were slow, it was sword mainhand.
Please, be more specific, because there is quite honestly no “all-powerful build” that does what you describe, it’s simply not possible and would be blatantly OP.

Full set of 5 unique skills for both dual-wield weapon sets: P/P and D/D – Make it happen
PvE – DD/CS/AC – If that didn’t work, roll a Reaper or Revenant.

Signet of Malice and death blossom? It’s an evade, and if he were fighting an Asura the animations are easily mistaken… If not then it sounds like withdraw.

Spam 3, regen everything, stealth, dodge for ’trops, activate big ’trops for more passive regen for each enemy standing within, rinse and repeat in desired order.
It’s a simple build for a simple thief. Hint: he has no stun breaks. Was he a male human thief on FA?
The build doesn’t do a lot of burst. It’s heavy conditions, though, and when you stack 25 bleeds on someone they go down pretty fast.
Hi guys, I just saw a thief healing around 20-25% of their health every time they dodged (or used an ability that looked like an evade). They could also keep re-entering stealth seemingly limitless times, either due a very short cooldown or maybe there were multiple stealth abilities. They also had fairly high burst damage.
I would blow him up down to 10% health, he would stealth, re-appear later with half health, I would blow him up again, stealth, re-appear with half health, blow-up, stealth, reappear, etc. It was basically impossible to kill him because he would just keep vanishing. Did I mention he healed every time he dodged?What is this all-powerful build?
While you were blowing him up all the time, what did his all-powerful build do to your HP?

Does not make much sence since with 30 in SA you need to be close to your enemy in orderto keep using C&D, why would a thief go for Withdraw as a healing skill when HiS stealthes, heals and heals even more with Shadow’s Rejuvenation…
Also a thief that goes deep into SA or Acro will never have insane dmg…

I spec 0/30/25/15/0 and use withdraw. With D/D the removal of movement impairing conditions and the extra evade really helps plus it procs runes of lyssa and vigorous recovery twice as often as HiS.

We were trading blows but he was definitely glassy, his health would bounce up and down.
His entire survivability seemed to revolve around stealthing at the last moment (and doing extremely often).
I’m playing engineer static discharge build which isn’t exactly optimal for dealing with thieves (or really an optimal build at all :P) so he gave me a really hard time.

Getting stealth frequently probably means he had either dagger off-hand and was using dagger #5 cloak and dagger which means he would need to be in melee range to strike you to get stealth. Or he could have been using D/P and using pistol #5 to put black powder down on ground and then dagger #2 to heartseeker out of it which gains stealth via combo – this would be pretty obvious.
I agree with previous poster that he was most likely using Shadow Arts trait line and Withdraw heal which rolls backward evading while healing.
